Chapter 14 – Community Development & Housing

14.3 Emergency Housing & Homelessness Services

Homelessness is the condition of lacking stable, safe, and adequate housing. It can result from economic hardship, job loss, mental health challenges, domestic violence, or a lack of affordable housing options. People experiencing homelessness may live in emergency shelters, transitional housing, vehicles, or on the streets. While affordable housing initiatives focus on long-term homeownership and stability, other nonprofits directly address homelessness by providing temporary housing and critical support services.

The City Mission is one such organization, offering shelter, meals, and programs for individuals and families in crisis. One of its key initiatives, Laura’s Home, serves women and children experiencing homelessness. In addition to providing a safe place to stay, the shelter offers job training, life skills development, and emotional support to help residents regain stability and independence. Through these services, The City Mission works to break the cycle of homelessness and equip individuals with the resources needed for long-term success.

In addition to the City Mission, several other nonprofits in Cleveland are actively addressing affordable housing and homelessness:

  • Famicos Foundation focuses on affordable housing, neighborhood revitalization, and social services in Greater Cleveland. It develops and manages affordable housing units, provides social services, and supports local businesses to foster community growth.
  • Northeast Ohio Coalition for the Homeless (NEOCH) works to eliminate the root causes of homelessness through advocacy, education, and street outreach. The organization protects the rights of individuals experiencing homelessness and connects them with essential resources.
  • FrontLine Service offers comprehensive support to individuals facing homelessness, including street outreach, emergency housing, and permanent supportive housing. Their programs address both immediate needs and long-term solutions for housing stability.
  • Community Service Alliance (CSA) provides housing, employment assistance, and personal development opportunities for homeless men. The organization focuses on fostering independence and self-sufficiency.
  • The Salvation Army of Greater Cleveland provides emergency shelter, transitional housing, and supportive services for individuals and families facing homelessness. Through shelters such as the Zelma George Family Shelter, The Salvation Army offers case management, job training, and other resources to help people regain stability and secure permanent housing.

Through these initiatives, nonprofits in Northeast Ohio are making an impact by addressing both housing security and homelessness.
