Section 5: Project Phases, Impact & the Regional Context

Phase 1 – A Mixed-Use Destination

After years of planning and collaboration, Phase 1 of the Van Aken District officially opened in 2019. It immediately became the largest construction project in Shaker Heights’ history. It added 100,000 square feet of new retail and restaurant space, 60,000 square feet of office space, and 101 units of housing (Upstairs at Van Aken apartments) in a single development. The physical transformation was dramatic. Where a vast parking lot and a tangle of roads once divided the area, there is now a cohesive, walkable district with streets, sidewalks, and storefronts that form a neighborhood center. The formerly dangerous intersection now functions as a safe, efficient crossroads, and the adjacent transit station has been modernized to improve access for riders.

In terms of economic impact, the project has begun to deliver on its promise of diversifying and expanding the tax base. By replacing underutilized land with high-value development, the city is increasing revenue from commercial businesses. While property tax increments are currently being used through the TIF structure, increased revenue likely will flow to the city and schools. Even during the TIF period, the schools receive compensation per the agreement, and the city benefits from income taxes generated by new workers and residents.
