Section 5: Project Phases, Impact & the Regional Context

Phase 2 – Raye Apartments

Building on the success of Phase 1, RMS launched Phase 2 of the Van Aken District with the construction of a large residential apartment building called Raye. Breaking ground in 2022 and opened in 2025, Raye adds 226 new apartments to the district. This significantly increased the number of people living within walking distance of shops, restaurants, transit, and public spaces.

The new building is designed to offer a mix of unit sizes, appealing to young professionals, empty nesters, and families, and includes amenities such as a fitness center, rooftop deck, and resident lounges. The addition of hundreds of new residents is expected to further activate the district and support existing businesses.

Raye also represents a continued commitment to transit-oriented development (TOD) by placing more housing directly next to the RTA Blue Line station and reinforcing Shaker Heights’ strategy of creating a new walkable downtown.

Watch developer Jon Ratner describe the building and its connections to the larger Van Aken District project.
